I think this is because some people are stuck in the "old ways" and refuse to upgrade to the new way of doing things. If you have a website that has dropped off in sales and isn't performing like it used to, blogging could possibly resurrect it. Especially if you've already covered all of the bases for promotion, if you've written articles and promoted on forums, etc... And you aren't seeing any results it may be time to turn to blogging as a last ditch effort, so-to-say, to try and turn your website into a success.
Blogs reach out to different consumers and basically have there own network that people tap into when they need something. So traffic that you get from blogs is totally different then the traffic that you get from article marketing or any other service. And the good thing about blogs is that you don't have to provide original content for them so you can build them up faster and promote it any way that you want. With a website you pretty much have to stay on topic to whatever the content of your website is.
